This notice announces that the double taxation agreement between China and Qatar has entered into force on October 21, 2008, and will be implemented from January 1, 2009, requiring tax authorities to comply with the agreement text previously issued.

各省、自治区、直辖市和计划单列市国家税务局、地方税务局：　　我国政府和卡塔尔国政府关于对所得避免双重征税和防止偷漏税的协定（以下简称协定），已于2001年4月2日正式签署。经双方外交部门分别于2003年11月12日和2008年9月22日互致照会，已确认完成生效所必需的法律程序。根据协定第二十八条的规定，协定自2008年10月21日起生效，自2009年1月1日起执行。上述协定文本，税务总局已以《国家税务总局关于印发中国、卡塔尔两国政府避免双重征税协定文本并做好执行准备的通知》（国税函〔2001〕267号）印发给你们，请遵照执行。<br> 二〇〇八年十一月十八日
