11月1日上午，广州市人民政府与自然资源部中国地质调查局在穗签署战略合作协议。广州市委副书记、代市长孙志洋，自然资源部党组成员、中国地质调查局局长李金发共同见证协议签署。广州市副市长王焕清、中国地质调查局总工程师叶建良分别代表双方签署协议。 根据协议，双方将围绕共建国家级深海科技创新中心、加快培育天然气水合物等海洋新兴产业、谋划实施大洋钻探国际大科学计划、培养一流海洋人才团队等方面开展深度合作，共同推动广州建设海洋创新发展之都，为加快推动粤港澳大湾区实现“一点两地”目标提供有力支撑。 据悉，为进一步加强海洋宣传、提升全民海洋意识，广州将举办首届“广州海洋周”系列活动。此次协议签署正式拉开了海洋周系列活动序幕。 国家自然资源督察广州局局长叶明权、广州海洋地质调查局局长许振强、市领导王桂林参加。
