2015年9月，《工业和信息化部 发展改革委关于认定江苏等七省区水泥、平板玻璃在建项目的通知》（工信部联原函〔2015〕458号）认定“永安金牛水泥有限公司2×4500t/d新型干法水泥熟料生产线配套10MW纯低温余热发电技改项目”为符合布局规划和产能等量或减量置换原则的在建水泥项目。因生态保护要求等导致配套矿山无法满足生产需要，永安金牛水泥有限公司第二条日产4500吨水泥熟料生产线拟从三明市永安市迁址至三明市宁化县湖村镇建设，该事项经工业和信息化部确认符合相关产业政策，同时，项目实施主体由永安金牛水泥有限公司变更为宁化金牛水泥有限公司（二者均属于福建金牛水泥集团，实际控制人没有变化）。根据《工业和信息化部关于印发<水泥玻璃行业产能置换实施办法（2024年本）>的通知》（工信部原〔2024〕206号）要求，现予以公告。 <br>
