各设区市、平潭综合实验区人防办:<br>
根据《国务院关于深化“证照分离”改革进一步激发市场主体发展活力的通知》（国发〔2021〕7号）的要求，自2021年7月1日起，在全国范围内，对“人民防空工程设计甲级资质认定”“人民防空工程设计乙级资质认定”“人民防空工程监理甲级资质认定”“人民防空工程监理乙级资质认定”“人民防空工程监理丙级资质认定”按照直接取消审批的方式，进行审批制度改革。为推进福建省人防“放管服”改革，深入优化营商环境、激发市场主体发展活力，现将有关事项通知如下：<br>
一、自2021年7月1日起，福建省各级人防主管部门不再受理“人防工程乙级以下监理资质认定（首次）”“人防工程乙级以下设计资质认定（首次）”“人防工程监理乙级、丙级资质延续登记”“人防工程设计乙级以下资质延续登记”“人防工程监理乙级、丙级资质变更登记”“人防工程设计乙级以下资质变更登记”“省外人防工程建设监理甲级资质机构入闽从业备案”“省外人防工程设计甲级许可资质单位入闽从业备案”共6个行政审批和2个服务事项的相关申请。已提出申请，尚未办结或未报送后续审查材料的，终止办理。<br>
二、自2021年7月1日起，取得住房城乡建设部门认定的工程监理企业相应资质即可开展人民防空工程监理；取得住房城乡建设部门认定的建设工程设计企业人防工程专业资质即可开展人民防空工程设计。<br>
三、《福建省人民防空办公室关于印发〈人防工程监理（设计）资质行政审批告知承诺制管理措施（暂行）〉的通知》（ 闽人防办〔2018〕75号）于2021年6月30日起废止。<br>
