根据法律法规规章立改废情况和国务院办公厅公布的《法律、行政法规、国务院决定设定的行政许可事项清单（2023年版）》，福建省农业农村厅对权责清单进行了动态调整，经省委编办审核同意，现予公布：<br>
一、新增权责事项50项，其中行政许可事项4项，行政奖励事项1项，行政处罚事项44项，行政强制事项1项。（详见附件1）<br>
二、调整权责事项9项。一是调整事项类别2项，将“向国外申请农业植物新品种权登记”从行政许可调整为其他行政权力，将“非主要农作物品种登记初审”从行政许可调整为行政确认。二是分设事项6项，将“农药生产、经营许可”分设为“农药生产许可”和“农药经营许可”2个事项；将“农作物种子、食用菌菌种生产经营许可证核发”分设为“农作物种子生产经营许可”和“食用菌菌种生产经营许可”2个事项；将“农产品质量安全及农作物种子、食用菌菌种质量检验机构资格认定”分设为“农产品质量安全检测机构考核”和“农作物种子、食用菌菌种质量检验机构资质认定”2个事项。三是合并事项1项。将“肥料登记初审”和“权限内肥料登记”合并为“肥料登记”1个事项。（详见附件2）<br>
三、取消权责事项11项，其中行政许可事项4项，行政确认事项1项，行政处罚事项6项。（详见附件3）<br>
另外，根据有关法律法规规章立改废情况、《法律、行政法规、国务院决定设定的行政许可事项清单（2023年版）》及农业农村部公布的行政许可事项实施规范，对部分事项的设定依据、事项名称、子项、行使层级等内容作出调整。<br>
