class="trs_editor_view TRS_UEDITOR trs_paper_default trs_web">习近平总书记多次强调“坚持强化委员责任担当”，要求政协委员“懂政协、会协商、善议政，守纪律、讲规矩、重品行”。为深入贯彻落实习近平总书记关于加强和改进人民政协工作的重要思想，切实加强政协委员队伍建设，5月25日，政协第十四届全国委员会第五十一次主席会议审议通过了修订后的《全国政协关于强化政协委员责任担当的意见》，这对于充分发挥委员主体作用，不断提升履职成效具有十分重要的意义。<br>
政协委员是人民政协履职的主体，其履职能力和实效直接关系到政协制度效能的发挥，关系到国家治理体系和治理能力现代化进程。强化政协委员责任担当，必须着眼发挥委员作用，充分激发委员履职积极性、主动性和创造性，进一步提高政协委员履职尽责本领。作为政协委员，必须始终秉持为国履职、为民尽责的情怀，更加自觉围绕中心、服务大局，不断提高履职本领、增强履职实效。<br>
切实提高政治把握本领。政治性是政协的首要属性，旗帜鲜明讲政治是对政协委员的第一要求，也是政协委员必须强化的首要责任。政协委员是政治身份，履职尽责是政治活动，提高委员履职本领，首要任务是增强政治把握能力，做到政治立场不含糊、政治定力不动摇、政治责任不松懈。提高政协委员政治把握能力，一方面，要持续强化思想理论武装，充分发挥政协委员自我学习、自我教育优良传统，自觉读原著、学原文、悟原理，确保在政治上、思想上、行动上始终与中共中央保持高度一致。另一方面，要牢固树立正确历史观大局观，通过深入学习贯彻习近平总书记关于加强和改进人民政协工作的重要思想，不断提升政治素养，增强政治能力，增进“五个认同”，持续提高政治判断力、政治领悟力、政治执行力。<br>
全面提高协商议政本领。要更好发挥人民政协专门协商机构作用，政协委员必须增强协商意识，提高议政能力，着力提升协商议政质量，依靠真知灼见支撑话语权、提升影响力、彰显新作为。要坚持围绕中心、服务大局，紧紧围绕发展经济、改善民生、增进团结等积极建言献策，努力做到讲真话、建诤言、出实招、谋良策。要牢固树立以人民为中心的发展思想，践行人民政协为人民理念，体察民情民意，反映群众呼声，为党委政府出主意、献良策，助力解决群众急难愁盼。要提升协商议政精准性，通过丰富协商形式、优化协商程序、提高协商能力，努力做到议题选择准、调查研究深、协商内容实、议政质量高。要注重协商议政实效，将协商议政工作与提案、视察、评议、社情民意等工作结合起来，通过协商民主的有效途径，推动其转化为党政决策或具体措施。<br>
不断提高调查研究本领。调查研究是人民政协履行职能的重要环节和经常性工作，也是政协委员提高履职能力的重要手段。政协委员是政协工作的主体，也是政协调查研究的主体，要提出有价值的、切实可行的意见建议，就必须深入实际认真开展调查研究。在调研选题上，要聚焦党委政府重视、社会广泛关切、群众反映强烈、工作弱项短板等方面，把着力点放在推动党政关心、群众关注的热点难点问题的解决上。在开展调研时，要切实改进工作作风，不断提高调研能力，通过深入基层、深入群众，聚焦现实、明察实情，确保调查情况翔实可靠、研究结果精准可信。在调研成果中，要通过对调研情况的综合、归纳、提炼、概括，深化问题研究、优化对策建议，增强意见建议的针对性、实效性，切实把调研成果转化为解决问题、改进工作的实际举措。<br>
着力提高合作共事本领。大团结大联合是统一战线的永恒主题和本质要求，是人民政协组织的重要特征，人民政协的历史就是坚持大团结大联合、正确处理一致性和多样性关系的历史。要突出人民政协团结联合的民主特色，切实增强合作共事意识，提高合作共事能力水平，在合作共事中加强思想政治引领、广泛凝聚共识。政协委员要始终凸显团结民主两大主题，充分发挥人民政协包容性强的优势和代表性广的特点，做到讲民主、讲平等、讲尊重，依靠增进团结来合作共事，依靠发扬民主来协商成事。要进一步强化合作共事理念，充分运用协商民主的办法，多做寻求最大公约数的工作，多做调动一切积极因素的工作，不断增进政治认同、思想认同、理论认同、情感认同，团结引领所联系界别群众共同致力于中华民族伟大复兴事业。<br>
