class="trs_editor_view TRS_UEDITOR trs_paper_default trs_web">我国日均词元（Token）消耗量已突破140万亿，人工智能正以前所未有的规模融入经济社会。当技术演进至此，真正的问题已不再是机器能否思考，而是人类如何驾驭它、如何让它造福多数人而非少数人。如何回答上述之问，成为2026世界人工智能大会“智能伙伴 共创未来”的核心关切。习近平主席在开幕式主旨讲话中提出：“坚持开放共赢，驱动创新发展。”“强化风险意识，确保安全可控。”“鼓励包容并蓄，促进文明互鉴。”“倡导和衷共济，完善全球治理。”这些重要论述系统阐明推进全球人工智能发展与治理的中国主张，为更好促进人工智能向上向善发展指明方向和路径。<br>
这一主张的底气，首先在于中国把人工智能扎扎实实落到了实体经济。讲话指出，中国坚持有效市场和有为政府相结合，积极推进“人工智能﹢”行动，智能经济核心产业规模已超过万亿元人民币，“中国智造”已成为中国式现代化的又一亮丽名片。在高度市场化的全球开放平台上，中国大模型表现尤为突出。在开源托管平台上，中国模型累计下载量已超越美国同行，仅阿里巴巴通义千问一个家族的衍生模型，即多于谷歌与Meta同类模型之和。<br>
中国方案的分量，还在于它始终把发展与安全放在同一架天平上。人们对人工智能的一个突出关切，在于发展迅速而治理滞后。对此，讲话明确要强化风险意识，确保人工智能安全可控，完善相关法律法规、政策制度、应用规范、伦理准则，使其始终处于人类控制之下。讲话同时旗帜鲜明地反对在人工智能领域泛化国家安全概念、把本国安全凌驾于他国安全之上。讲话以千里马为喻，强调既要让人工智能跑得快，也要让它跑得稳。制度划定底线，创新拓展空间，二者缺一不可。当各国都在为大模型的安全与伦理立规时，中国主张以发展促治理、以治理保发展，既不因噎废食，也不放任失序，为前沿技术行稳致远提供了更稳健的思路。<br>
中国方案最具感召力之处，在于它面向全球，尤其面向全球南方的普惠情怀。人工智能凝结着人类共同的智慧，理应造福全人类，而不应为少数国家所独享，更不应制造新的历史不公。正是基于这一理念，中国自提出《全球人工智能治理倡议》以来，推动联合国大会协商一致通过人工智能能力建设国际合作决议，发布《人工智能能力建设普惠计划》和《“人工智能﹢”国际合作倡议》，由中国倡议成立的世界人工智能合作组织已在上海成立。讲话进一步宣布，未来5年，中国将面向发展中国家提供5000个人工智能专题研修培训名额，面向东盟、阿盟、非盟、拉共体、上合组织、金砖国家建设国际人工智能应用合作中心，并推动气象智能预警方案“妈祖”在30个国家落地应用。从技术、规则到公共产品，中国正把普惠的愿景转化为实实在在的举措。<br>
需要指出的是，普惠的可能性，恰恰建立在中国自身算力与开源根基的坚实之上。“东数西算”工程与全国一体化算力网，把西部的清洁电力转化为普惠的智能服务；日益丰富的开源模型，让发展中国家得以低成本获取前沿能力。<br>
以人为本，向上向善，共创未来。人工智能的发展不应是一国的独奏，而应是全球合作的交响。中国方案的价值不仅在于提出了“公正合理”的治理目标，更在于以实实在在的机制、标准与公共产品，为充满不确定性的智能时代注入了一份难得的确定性。<br>
