办理成效<br>
中国文联回应，将促进建设“国家文艺资源数字平台”，推出“数字文艺赋能计划”。将配合主管部门，研究制定文艺资源数字化采集的分级标准和特色文艺资源专属的元数据规范。将促进设立“数字文艺技术创新专项基金”，攻克高精度文艺数字还原、多模态文艺内容理解等关键技术。<br>
2025年全国两会期间，我提交了《关于建立“数字要素·文艺”有效机制，切实推进文艺资源数字化的提案》。这件提案之后被列为全国政协重点提案，由中国文联主办答复。当我收到中国文联详尽的办复函，得知我提的建议已被充分吸纳到国家文艺数字化下一步的工作安排中时，我感到十分欣慰。<br>
这件提案源于我这几年深入各地文联、美术馆、非遗工坊和文创企业调研时的亲身感受。党的二十大报告明确提出“实施国家文化数字化战略”，中共中央办公厅、国务院办公厅印发了《关于推进实施国家文化数字化战略的意见》，为国家文化大数据体系建设做好了顶层规划。但在实践过程中，我常听同行们感叹：文艺资源数字化看起来“遍地开花”，实际却是“遍地孤岛”——各地各协会自己建数据库，接口不通、标准不一，不同机构之间要共享资源难上加难；戏曲类非遗没有专门的元数据规范；AI生成艺术的版权归属现在还是法律空白……<br>
一位老戏曲传承人跟我说：“我们把攒了几十年的录像、曲谱扫进了电脑，结果就锁在自己硬盘里，别的院团拿不到，年轻人也看不到。”这句话击中了我——推进文艺资源数字化不单单是把作品“扫进电脑”，它是文化传承的“数字基因工程”，更是培育文化新质生产力的战略举措。带着这些调研所得和发现的问题，我在2025年全国两会期间建议建立国家级统筹协调机制，培育数字文艺新业态企业，打造完整生态链；搭建分层分类的标准体系，建立特色文艺资源专属元数据规范；强化技术赋能和版权研究，支持文艺领域大模型建设。<br>
提案交由中国文联主办后，中国文联不光给予了书面答复，相关负责同志还打电话沟通、主动上门拜访，全方位介绍工作进展。<br>
文艺数字化不能只靠“各自为战”。围绕建立统筹协调机制，中国文联回应，将促进建设“国家文艺资源数字平台”，探索“一站式检索、全场景应用、跨领域共享”，推出“数字文艺赋能计划”，通过平台赋能、技术培训、资金补贴提高基层文联的数字化能力。当前，中华文艺资源数据库已经覆盖电视、书法、美术、摄影等多个艺术门类，指导约30家各级文联建设子库，为打通“数据孤岛”奠定了基础。<br>
聚焦标准体系构建，中国文联介绍了目前中华数字艺术城的建设情况——用3D艺术空间和360°全景在线的方式模拟线下展览，“云办展、云观展、云存储”已经实现了信息互联互通、资源共建共享，项目也已经入库国家文化产业发展项目库。接下来将配合主管部门，研究制定文艺资源数字化采集的分级标准和特色文艺资源专属的元数据规范。<br>
针对我提出的“技术赋能与版权前沿”问题，办复函写道：将促进设立“数字文艺技术创新专项基金”，攻克高精度文艺数字还原、多模态文艺内容理解等关键技术。更让我惊喜的是，中国文联已经联合技术平台，以AI未来影像系统为基础，把川渝翻山铰子、陕西皮影、内蒙古草原“迎春”这些非遗技艺用AIGC串联起来，制作了《乡脉·AI村晚》——这正对应了我提案里呼吁的“数字﹢文艺”活化路径。<br>
我提出的三点建议，在答复里都有对应的安排、明确的时间节点、对应的责任主体——提案真的从“纸上”走进了实际工作中。<br>
这次的提案办理让我对政协委员履职有了更深的体会。好提案是“跑”出来的，成效是“办”出来的。调查研究是提案的生命线。没有下基层、进库房，跟传承人深入交流，我不可能准确抓住“数据孤岛”“标准缺失”“确权模糊”这些真实存在的问题，提案的质量首先要看调研够不够深入，脚板底下才能出好计策。<br>
提案办理成效来自承办单位的重视。中国文联把委员的建议作为完善工作的参考，主动沟通，吸收建议，还列出了推进路线图——这种“提”与“办”的良性互动，是提案从建议变成政策促进力的制度关键。<br>
文艺数字化是需要长期坚持的系统工程，平台建设、标准制定、技术研发、人才培养、版权立法，任何一个环节出问题，都无法达成“资源活化、标准统一、转化高效、权益清晰”的生态目标。我的提案只是往前推了一步，真正要做的工作还要靠中国文联和各方持续推进落实。<br>
作为文艺界委员，我会继续跟进这件提案的落地情况，把履职焦点对准“文化新质生产力”这个时代课题，针对完善文化数据要素市场、健全数字文艺版权保护制度再做调研、再提建议，努力让沉淀了上千年的中华文艺经过数字技术的打磨，在新时代焕发出穿透时空的生命力。（记者 朱润楠 采访整理）<br>
