class="trs_editor_view TRS_UEDITOR trs_paper_default trs_web">习近平党建思想开辟了马克思主义建党学说中国化时代化新境界，提出的“十四个坚持”，既为加强新时代党的建设提供了根本遵循，也为新时代人民政协履行职能提供了思想指引和行动指南。人民政协作为党领导的政治组织，必须牢牢锚定政治属性、扛起政治责任，在贯彻落实习近平党建思想上走在前、作表率。浙江省宁波市鄞州区政协将把学习贯彻习近平党建思想与学习贯彻习近平总书记关于加强和改进人民政协工作的重要思想结合起来，立足县级政协定位，以党建引领赋能履职全过程、各环节，全力推动政治铸魂入脑入心、服务中心有力有效、履职实践走深走实，以实干担当交出新时代基层政协党建引领履职的优异答卷。<br>
坚持党的全面领导，以更高站位夯实同心履职政治根基。习近平党建思想提出“坚持党的领导是中国特色社会主义最本质的特征”，对于人民政协来讲，党的领导既是政协成立时的初心所在，也是政协事业发展进步的根本保证。鄞州区政协始终坚持党对政协工作的全面领导，把加强思想政治引领、广泛凝聚共识作为履职的中心环节，推动党的领导贯穿于政协全部工作之中，实现“有形覆盖”向“有效覆盖”转变。建优平台促理论武装，坚持用党的创新理论凝心铸魂是党的思想建设的根本任务。严格落实“第一议题”制度，及时跟进、学深悟透习近平总书记系列重要讲话和重要指示批示精神，以实际行动坚定拥护“两个确立”、坚决做到“两个维护”。健全加强党的创新理论武装深度、广度机制，完善政协党组理论学习中心组“领学”、机关党组跟进“促学”、政协委员“崇学和合”覆盖学的学习体系，持续深化“书香政协”建设，推动参加政协的各党派团体和各族各界人士进一步实现政治上团结合作、思想上共同进步、行动上步调一致。建强组织增政治定力，党的力量来自组织，要以党的政治建设为统领全面推进政协党的各项建设。不断健全党对政协工作领导的组织体系和制度机制，严格执行重大事项请示报告制度。深化“同心·鄞聚”党建联建模式，发挥政协党组把方向、管大局、保落实的重要作用，构建以专委会为依托，以中共党员委员为主体的“1﹢1﹢6﹢N”组织架构，推动政协党组和专委会党支部、党员委员上下贯通、执行有力，不断增强党组织政治功能和组织功能，推进党建与履职深度融合，实现党的组织对党员委员全覆盖、党的工作对政协委员全覆盖。建好纽带汇同心共识，人民政协作为最广泛的爱国统一战线组织，要完善发挥统一战线凝聚人心、汇聚力量政治作用的工作机制。健全各民主党派、工商联和无党派人士在政协的履职支撑，拓宽联动调研、视察监督、反映民意等履职渠道。持续优化“政协开放日”“港澳委员鄞州行”“益企协商厅”等载体设计，最大限度凝聚思想共识、汇聚磅礴力量，推动人民政协更好地成为坚持和加强党对各项工作领导的重要阵地、用党的创新理论团结教育引导各族各界代表人士的重要平台、在共同思想政治基础上化解矛盾和凝聚共识的重要渠道。<br>
坚持党建引领履职，以更优协商凝聚同心奋进强大合力。习近平党建思想指出“坚持不忘初心、牢记使命”。协商民主是实现党的领导的重要方式，也是党的群众路线在政治领域的重要体现。人民政协作为社会主义协商民主的重要渠道和专门协商机构，应在强化党的领导、践行为民宗旨上示范先行。鄞州区政协坚持以党建引领，把协商民主贯穿履职全过程，对标党政所需、群众所盼深化“七大专项行动”，不断推动政治协商有高度有深度、民主监督有温度有效度、参政议政有厚度有尺度。要为中心大局精准建言。树牢“党委政府中心工作推进到哪里，政协履职就跟进到哪里”理念，紧扣区委中心工作部署，谋划“协谋发展、协力共富、协兴科教、协优人居、协解民忧、协同治理、协聚共识”行动，聚焦重点片区开发、人工智能产业发展等重要议题，扎实推进协商议政、专题调研，在政协履职与党委政府同频共振中展现作用作为。要为民生福祉靶向出力。坚持“人民政协为人民”，深度融入共同富裕、乡村振兴等“大场景”，开展为期5年的“寻迹百村”特色履职行动，深入推进“阿拉委员在身边·鄞为你百名委员下基层”联系服务群众实践，组织“为民办实事”系列协商议事活动，用心用情帮助解决群众急难愁盼，切实以有为履职彰显为民情怀。要为民主实践聚力赋能。发挥县级政协贴近基层优势，建立“请你来协商、请你来监督、请你来建言”三大矩阵，创新委员会客厅、民生议事堂等载体运作方式，推动履职向园区、企业、楼宇等多元场景延伸，不断扩大履职开放度、覆盖面，更好助力党政决策契合发展实际、顺应人民期盼。<br>
坚持全面从严治党，以更高标准推动自身建设纵深发展。习近平党建思想指出“坚持全面从严治党”，坚持制度治党、依规治党是全面从严治党的长远之策、根本之策。人民政协作为政治制度上的伟大创造，是科学、有效、管用的制度安排，应将制度化建设放在重要位置、深化推进，切实把人民政协制度坚持好、把人民政协事业发展好。鄞州区政协深入贯彻全面从严治党要求，以制度建设推进自身建设。着力推进“三化”建设提质。加强履职制度化规范化程序化建设，持续完善政协协商服务党委政府中心工作制度，深化协商成果落实反馈和转化运用机制，推进政协提案与公益诉讼检察建议、党校教学案例的“双向转化”机制，抓实提案“回头看”、同类提案集中办，以全链条闭环机制夯实制度优势根基。加力推进“民主监督”提能。牢固树立和践行正确政绩观，积极创新和改进监督方式，完善组织领导、沟通协调机制，提高民主监督针对性和影响力，在深化协商式监督中实现发扬民主、回应关切与助推落实的有机统一。全力抓实“两支队伍”建设提效。一体推进政协委员和机关干部队伍建设，不断提高思想认识水平和履职本领。创新深化“委员课堂”、自主履职申报等机制性安排，引导委员融入“四个第一线”主动作为，着力锻造“懂政协、会协商、善议政，守纪律、讲规矩、重品行”的政协委员队伍。大力弘扬“六干六敢”作风，深入开展“我为发展献一策”活动，建设高素质专业化机关干部队伍，以严实作风和过硬担当展现基层政协亮丽风采。<br>
