根据《中华人民共和国城镇土地使用税暂行条例》的规定，现对中国海洋石油总公司及其所属公司缴纳土地使用税的问题，通知如下：<br> 一、中国海洋石油总公司及其所属公司应按照《中华人民共和国城镇土地使用税暂行条例》及其有关规定和公司使用的土地所在地省、自治区、直辖市制定的具体规定，缴纳土地使用税。<br> 二、中国海洋石油总公司及其所属公司的土地使用税，由土地所在地税务机关管理征收。使用的土地在海洋石油税务管理局各分局和直接征收单位所在地的，由分局和直接征收单位管理征收，还是由当地市、县税务机关管理征收，由主管分局和直接征收单位与当地市、县税务局协商确定。
