全文废止。参见：《国家税务总局关于实施＜中华人民共和国印花税法＞等有关事项的公告》（国家税务总局公告2022年第14号）。<br> 根据国务院的要求和批准，铁路通信体制进行了重大改革，将原铁路运输体制中的通信资产和人员剥离出来，组建了铁道通信信息有限责任公司（以下简称铁通公司）。对新成立的铁通公司涉及的印花税问题，经研究，现明确如下：<br> 一、按照有关规定，纳税人新设立的资金账簿在启用时应计税贴花。为了支持铁路通信行业的改革和发展，现决定，对铁通公司新成立时设立的资金账簿免征印花税。以后新增加的资金按规定贴花。<br> 二、对铁通公司在组建过程中签订的产权转移书据免征印花税。
