2026年5月29日，上海合作组织（以下简称上合组织）成员国财长和央行行长会议在吉尔吉斯斯坦比什凯克举行。会议主要就宏观经济形势和政策、加强区域财金合作等议题进行了讨论并达成多项共识。财政部部长蓝佛安出席会议并发言。主席国代表上合组织开发银行多边磋商会议联合主席中国和吉尔吉斯斯坦，在会议上汇报了筹建上合组织开发银行多边磋商的最新进展。 <br>
蓝佛安指出，今年是上合组织成立25周年。25年来，上合组织秉持“上海精神”，为维护地区安全稳定、推动区域经济合作发挥了重要作用。当前国际环境复杂严峻，世界经济复苏难度加大。上合组织成员国应秉持“上海精神”，落实好天津宣言共识，践行全球治理倡议，深化财金领域政策沟通与务实合作，共促区域繁荣稳定。 <br>
蓝佛安强调，成立上合组织开发银行是天津峰会作出的重要政治决定。天津峰会之后，各方秉持开放包容的原则，启动了机制性的上合组织开发银行多边磋商安排。中方愿同各方一道，按照国际性、规范性和高标准原则，加快推进上合组织开发银行筹建进程，为今年上合组织领导人峰会贡献务实成果。 <br>
蓝佛安指出，中国始终是世界经济繁荣稳定的积极推动者和最大确定性。今年以来，中国经济延续稳中向好态势，彰显强大韧性和活力。中方将继续推进高质量发展，扩大高水平对外开放，同上合组织成员和世界各国分享发展机遇与红利。 <br>
会议期间，蓝佛安应约同吉尔吉斯斯坦财政部部长苏伊纳利耶夫举行双边会见，并同哈萨克斯坦、塔吉克斯坦、乌兹别克斯坦等国代表及上合组织秘书处代表寒暄或交流，就共同关心的多双边财金问题交换了意见。
