2020年1月28日，新区管委会副主任孙晓杰主持召开新区管委会二〇二〇年第四次常务会议。 会议审议了新区医疗健康集团和建筑工务署有关完善新区发热门诊、留观病房、密切接触医务人员集中居住观察区等建设需求和建设方案。会议认为，为积极应对新型冠状病毒肺炎疫情，新区应提高新区发热门诊接诊和留观病例的处理能力。会议要求，关于南澳医院、葵涌医院扩建发热门诊问题，要根据疫情发展需要，适时启动建设，建设模式参照大鹏妇幼保健院扩建发热门诊模式实施。 会议还审议了其他事项。
