The National Development and Reform Commission issues a notice allowing the freight price for the newly built Zhunchi Railway to be set by the market, determined through negotiation between the railway operator, users, and investors. This is the first attempt in China to deregulate railway freight prices, aimed at advancing market-oriented reforms and encouraging social capital investment in railway construction.

近日,国家发展改革委下发通知,明确新建的准池铁路开通运营后,货物运价实行市场调节,由铁路运输企业与用户、投资方协商确定具体运价水平。 国家发展改革委有关负责人介绍,准池铁路由神华集团有限责任公司控股,与地方企业合资建设、经营。线路全长约180公里,跨内蒙古、山西两省区,目前尚处于建设阶段,计划今年上半年开通运营。该线为新建铁路,由企业投资,建成通车后将为用户提供新的运输路径选择。此次按照推进市场化改革的方向,考虑准池铁路投资、经营模式特点,放开了该线货物运输价格,实行市场调节。这是国内放开铁路运输价格的首次尝试,是贯彻落实党的十八届三中全会精神,完善主要由市场决定价格机制的具体体现。实施后,将对推进铁路投融资体制改革,鼓励、引导社会资本投资建设铁路,促进铁路健康可持续发展发挥积极作用。
