冯起忠参加市海洋综合执法支队挂牌活动 昨日，惠州市海洋综合执法支队正式挂牌，标志着惠州市唯一的地方海洋执法力量、跨部门综合执法机构正式成立，将开启惠州海洋综合执法新征程。省海洋综合执法总队总队长徐放政、副市长冯起忠参加挂牌活动。 新组建的惠州市海洋综合执法支队是由市农业农村局管理的副处级行政执法机构，集中行使惠州市辖区海洋监察、海岛管理、海洋环境保护、渔政管理、渔港监督、渔船监督检验等涉海综合执法职责。记者从挂牌现场获悉，惠州市海洋综合执法支队“三定”规定已正式印发，成为全省14个沿海支队机构改革中，第一个设立党组、第一个出台新“三定”规定、第一个全面系统完成机构（体制）改革的支队。 （记者刘建威 通讯员张飞燕）
