2月4日下午，市十六届人大六次会议主席团举行第一次会议，市委书记、市人大常委会党组书记陈杰主持会议。会议推选陈杰、凌传茂、肖振宇、吴国杰、李文聪、余中华、芶晓彤、李云龙、谢超武、杨健平为大会主席团常务主席。 会议推选了大会执行主席，通过了会议日程、大会议案和决议表决办法，决定了大会副秘书长。会议决定将选举办法草案、市十六届人大部分专门委员会主任委员人选的表决办法草案、民生实事项目票决办法草案提交代表审议并提请大会表决。会议还决定，本次会议代表向大会提出议案和质询案的截止时间为2026年2月6日上午8时50分。
