1月31日下午，预备会议后，市委书记，市人大常委会党组书记、主任陈岸明主持召开市十六届人大四次会议主席团第一次会议。会议推选陈岸明、易中强、凌传茂、钟军、冯立坚、吴国杰、甄仁旺、陈霞、谢超武、杨健平为大会主席团常务主席。 会议以举手表决的方式通过了大会执行主席分组名单、会议日程、大会议案和决议表决办法，决定了大会副秘书长，并讨论了选举办法草案、民生实事项目票决办法草案，同意将草案印发全体代表审议并提请大会第一次全体会议表决。会议还决定，本次会议代表向大会提出议案和质询案的截止时间为2024年2月2日上午10时。
