乳源瑶族自治县人民政府，市政府有关部门： 《广东省文物保护单位观澜书院保护规划（2022—2040）》（以下简称《保护规划》）已经省人民政府批准，现予以公布。请各有关单位结合以下工作要求，切实做好规划的组织实施工作。 一、各有关单位要严格落实《保护规划》各项管制措施，在保护范围内凡涉及历史文化遗产保护的新建、改建、扩建等项目建设，要严格按照《中华人民共和国文物保护法》《广东省实施〈中华人民共和国文物保护法〉办法》等有关法律法规实施，避免发生破坏和影响历史文化遗产及周边环境风貌的建设行为。 二、乳源瑶族自治县人民政府要认真履行文物安全属地管理主体责任，加强对文物本体及其周边巡查检查，加大文物本体保护力度，将观澜书院的日常管理维护和修缮经费纳入本级财政预算，并积极争取省级文物保护专项资金，提升观澜书院日常管理和活化利用水平。 附件：广东省文物保护单位观澜书院保护规划（2022—2040） 韶关市人民政府 2023年5月5日
