  1月20日，财政部等4部门对外发布通知，明确通过国家融资担保基金设立专项担保计划，规模5000亿元，分两年实施。<br>
  这一专项担保计划，将为符合条件的中小微企业民间投资贷款提供担保，不仅支持用于场景拓展和升级改造的中长期贷款，也支持改扩建厂房、店面装修、经营周转等生产经营活动，并在分险比例、代偿上限、担保额度、担保费等方面进行政策加力。<br>
