This document delegates the authority for approving and registering mining rights for coal mines with an annual production capacity of 300,000 tons or below from the Provincial Department of Land and Resources to municipal and prefectural land and resources departments in coal-producing areas, effective immediately.

省政府决定，将省国土资源厅实施的生产规模30万吨／年及以下煤矿的采矿权审批登记委托至各产煤市（地）国土资源部门实施。省国土资源厅和各产煤市（地）国土资源部门要做好生产规模30万吨／年及以下煤矿的采矿权审批登记权限委托实施的落实和衔接工作，依法办理委托手续，及时将受委托行政机关和受委托实施行政许可的内容予以公告。委托实施后，各产煤市（地）国土资源部门在其辖区内以省国土资源厅名义行使生产规模30万吨／年及以下煤矿的采矿权审批登记权，并加强对煤矿企业监督管理，不得再委托其他组织或者个人实施该项行政许可。省国土资源厅负责对各产煤市（地）国土资源部门的审批、管理工作提出具体要求并进行指导、监督。 本决定自公布之日起施行。
