This document reports that U.S. Commerce Secretary Wilbur Ross expressed full support for the national strategy on critical and emerging technologies and announced that the Bureau of Industry and Security (BIS) has imposed export controls on 37 emerging technologies, including additive manufacturing, extreme ultraviolet lithography software, and suborbital spacecraft.

2020年10月15日，时任美国商务部长威尔伯·罗斯（Wilbur Ross）表示，商务部完全支持总统的关键和新兴技术国家战略，并已经对新兴技术实施了一些出口管制。商务部产业与安全局（BIS）已对37项新兴技术实施了管制。 <br>
目前在美国商务部管制清单上管制的新兴技术有：增材制造/计算机数控工具；用于制作极紫外掩模的计算光刻软件设计；直径300mm的硅片生产技术；数字取证工具，可绕过计算机上的身份验证或授权控制并提取原始数据；用于监视和分析经由切换接口从电信服务提供商获取的通信和元数据的软件；亚轨道航天器。 <br>
