2020年11月18日，美国商务部产业与安全局（BIS）发布公告，修改《出口管理条例》（EAR）中与管制执法相关条款，涉及第734、748、750、758、762、764和766条。 <br>
在此次公告中，BIS修改和澄清EAR的某些规定，以符合现有EAR的要求，并实施《2018年出口管制改革法》（ECRA）下的出口执法部分。ECRA确认了EAR下的现有权限，并扩大了商务部长的出口管制权限。此前，BIS还修改了与ECRA实施不相关的某些EAR规定，涉及许可的发放、拒绝令和民事罚款的支付。 <br>
