2021年1月7日，美国商务部产业与安全局（BIS）发布公告，修改《出口管理条例》，澄清出口管制分类编码1C991，以反映2019年6月澳大利亚集团（Australia Group, AG）年会通过的决议。 <br>
此次修改涉及澳大利亚集团人类和动物病原体和毒素清单的疫苗备注。澳大利亚集团撤销了人类和动物病原体和毒素清单下对某些疫苗的管制。在2019年6月年会之前，澳大利亚集团并未明确清单只包括所列人和动物病原体及毒素的疫苗，仍旧涵盖遗传因素和基因修饰后的疫苗。2019年6月澳大利亚集团年会明确放松管制既适用于包含病毒、细菌和毒素的疫苗，也适用于包括遗传因素和基因修饰后的疫苗。 <br>
为此，BIS修改1C991（疫苗、免疫毒素、医疗产品、诊断和食品检测试剂盒），扩大1C991项下的医疗物项的范围。 <br>
