自2023年5月16日后，新西兰出口管制制度将开始使用修订后的评估标准并采用目的（最终用途）陈述（Purpose Statement）和透明措施（Transparency Approach）。从2023年5月16日起，新西兰将根据六项评估标准评估出口受控商品许可证的申请。2021年，新西兰曾对本国出口管制制度运行情况进行独立审查，此次变化是对审查作出的回应。<br>
