On December 8, 2023, the U.S. Bureau of Industry and Security (BIS) amended the Export Administration Regulations (EAR) to revise six ECCNs in alignment with the Missile Technology Control Regime (MTCR) and to adjust chemical/biological and crime control items for certain destinations.

2023年12月8日，美国商务部产业安全与管制局（BIS）在联邦纪事上发布公告，对《出口管理条例》（EAR）进行修订，以与导弹及其技术控制制度（MTCR）管制清单相关调整保持一致。BIS通过修订6个出口管制分类编码（ECCN），对《商务部管制清单》（CCL）进行修订，具体包括：ECCN 1C111、ECCN 2A101、ECCN 2B119、ECCN 6A107、ECCN 9A101和ECCN 9E515。同时，BIS还扩大了EAR中基于MT（导弹技术）管制物项的许可例外资格。 <br>
同日，BIS修订EAR，取消对运往澳大利亚集团（AG）成员国基于特定病原体和毒素的化学和生物武器扩散（CB）物项的管制，并修订《商务部国家图表》，取消对运往奥地利、芬兰、爱尔兰、列支敦士登、韩国、瑞典和瑞士某些基于犯罪控制和侦查（CC）物项的管制。由此，BIS对CCL中的ECCN 1C351、1C353、1C354、1E001和1E351进行了调整，将上述每个物项的管制理由从CB：1修订为CB：2。<br>
