This announcement confirms that all existing textile passive quotas will be eliminated as of January 1, 2005, in accordance with the WTO Agreement on Textiles and Clothing, and requires enterprises to continue using the ten-digit customs codes when declaring textile exports for statistical accuracy.

根据世贸组织《纺织品与服装协定》，自2005年1月1日起，现行纺织品被动配额将全部取消，全球纺织品贸易实现一体化。为实现一体化的平稳过渡，确保统计信息的准确，一体化后企业在向海关申报出口有关纺织品服装时，仍须继续按海关十位编码填报。具体代码以“海关通关系统参数库”为准，可参见《中国海关报关实用手册》和商务部政府网站。<br> 特此公告。<br> 二OO四年十二月二十九日<br> （信息来源：外贸司子站）
