上海市人民政府令<br> 第11号 《上海市人民政府关于废止〈上海市排污收费和罚款管理办法〉的决定》已经2003年9月29日市政府第20次常务会议通过，现予发布。 市长 韩正<br> 二○○三年十月十九日 上海市人民政府关于废止《上海市排污收费和罚款管理办法》的决定<br> （2003年10月19日上海市人民政府令第11号发布） 鉴于国家对排污费征收和使用管理作出了较大调整，并制定了《排污费征收使用管理条例》等一系列规定，市政府决定，废止1984年5月11日上海市人民政府颁布、1986年10月28日上海市人民政府第一次修正、1997年12月19日上海市人民政府第54号令第二次修正并重新发布的《上海市排污收费和罚款管理办法》。
