2026年2月10日至11日，国际农业发展基金（IFAD）在意大利罗马召开第49届理事会。IFAD中国理事、财政部副部长廖岷率中国代表团出席会议。 <br>
廖岷指出，本次理事会以支持农村青年就业创业为主题，意义重大。青年是推动农业粮食体系变革的关键力量。IFAD应坚持投资于人，发挥青年在数字农业发展中的主导地位；深化全球伙伴关系，为农村青年创业打造全方位的资金、知识及伙伴关系网络；加强南南及三方合作，助力不同地区的农村青年共享发展成果。 <br>
廖岷应邀作全会演讲，重点从乡村治理、生态环境建设以及释放经济增长潜力等三个方面宣介了改革开放以来中国农业农村脱贫攻坚、践行“两山”理念的发展成就与经验，旨在为广大发展中国家推动农村经济社会发展提供有益参考。同时，强调中国支持IFAD做大做强，动员更多资源支持全球南方减贫与发展，坚定唱响多边主义主旋律。 <br>
会议期间，廖岷还会见了IFAD总裁拉里奥、联合国粮农组织总干事屈冬玉、巴西财政部副部长罗熙丹、意大利经济与财政部总司长巴比耶瑞，就双方共同关心的多双边财金问题深入交换意见。
