党中央有关部门，国务院有关部委、有关直属机构，高检院，有关人民团体：<br>
为贯彻落实《国务院办公厅关于改革完善中央财政科研经费管理的若干意见》（国办发〔2021〕32号）精神，现就《中央级公益性科研院所基本科研业务费专项资金管理办法》（财教〔2016〕268号）有关问题补充通知如下： <br>
一、科研院所可从基本科研业务费提取不超过20%作为奖励经费，并探索完善科研项目资金激励引导机制。奖励经费的使用范围和标准由科研院所自主决定，在单位内部公示。 <br>
二、基本科研业务费结余资金由科研院所按照基本科研业务费的管理要求统筹安排使用，不再收回。科研院所应当优先考虑原项目团队科研需求，并加强结余资金管理，健全结余资金盘活机制，加快资金使用。 <br>
三、基本科研业务费用于支持青年科研人员的比例，一般不得低于年度预算的50%。 <br>
四、科研院所主管部门和科研院所应当加强对基本科研业务费使用和管理的事中事后监管，建立健全动态监管机制并实时预警提醒，确保经费合理规范使用。 <br>
