为规范预算绩效评价业务委托合同管理行为，根据《中华人民共和国民法典》、《中华人民共和国预算法》及其实施条例、《中华人民共和国政府采购法》及其实施条例、《政府购买服务管理办法》（财政部令第102号）、《项目支出绩效评价管理办法》（财预〔2020〕10号）、《财政部关于委托第三方机构参与预算绩效管理的指导意见》（财预〔2021〕6号）、《第三方机构预算绩效评价业务监督管理暂行办法》（财监〔2021〕4号）等有关规定，结合工作实际，我们制定了《预算绩效评价业务委托合同管理操作指引（试行）》。现印发给你们，供在委托第三方机构开展预算绩效评价业务时参考。省级财政部门可参考本指引，结合实际规范本地区预算绩效评价业务委托合同管理。执行中如有问题，请及时反馈我部监督评价局、预算司。 <br>
