Announcement No. 22 of 2016 of the National Development and Reform Commission and the Ministry of Commerce

This announcement implements the decision of the Standing Committee of the National People's Congress to convert the approval system for the establishment and change of foreign-invested enterprises not subject to special access management measures into a filing management system, and specifies the scope of special access management measures based on the 2015 revised Catalogue of Industries for Guiding Foreign Investment.
