国家发展改革委关于印发《节能降碳中央预算内投资专项管理办法》的通知 发改环资规〔2024〕338号 中直管理局，国管局，各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委：　　为全面贯彻党的二十大精神，认真落实党中央、国务院决策部署，加强和规范节能降碳专项中央预算内投资管理，提高中央资金使用效益，调动社会资本参与节能降碳的积极性，我们制定了《节能降碳中央预算内投资专项管理办法》，现予以印发，请认真遵照执行。 国家发展改革委2024年3月17日
