国函〔2020〕103号 香港特别行政区行政长官林郑月娥女士： 《关于香港特别行政区2020年立法会换届选举押后事宜的报告》收悉。中央人民政府对近期香港特别行政区暴发的新一轮新冠肺炎疫情高度关注，将应香港特别行政区抗击疫情需求提供一切必要支持和援助，切实保护香港居民生命安全和身体健康。现就立法会选举推迟有关事宜，提出以下意见： 一、中央人民政府支持行政长官会同行政会议基于公众利益和香港实际情况，依法作出将香港特别行政区第七届立法会选举推迟一年的决定。 二、对于香港特别行政区第七届立法会选举推迟情况下如何处理立法机关空缺的问题，中央人民政府将依法提请全国人民代表大会常务委员会作出决定。香港特别行政区应依法做好第七届立法会选举推迟涉及的相关工作。 国务院 2020年7月29日
