This notice relaxes the eligibility requirements for non-Shenzhen residents applying for new energy minicar incremental quotas by removing the requirement of having continuously paid basic medical insurance in Shenzhen for the most recent 24 months. The policy takes effect immediately and expires on December 31, 2023.

根据深圳市新能源汽车推广应用工作要求，经市政府同意，现就调整我市新能源小汽车增量指标个人申请条件有关事宜通告如下： 持有效深圳市居住证的非深户籍人员，申请新能源小汽车（纯电动小汽车、混合动力小汽车）增量指标的，不要求最近连续24个月以上在本市缴纳基本医疗保险。 本通告中纯电动小汽车是指符合国家工业和信息化部新能源汽车推广应用推荐车型目录，以及按国家有关规定许可原装进口的纯电动小汽车、燃料电池小汽车；混合动力小汽车是指列入国家工业和信息化部新能源汽车推广应用推荐车型目录的插电式（含增程式）混合动力小汽车。 《深圳市小汽车增量调控管理实施细则》规定的其他要求不变。本政策自发布之日起实施，至2023年12月31日结束。 特此通告。深圳市交通运输局2023年4月4日
