中共中央、国务院近日印发《“健康中国2030”规划纲要》（以下简称《纲要》）。到2030年，我国主要健康指标进入高收入国家行列，人均预期寿命较2015年的76.34岁继续增长，达到79岁。
《纲要》提出，到2030年，促进全民健康的制度体系更加完善，健康领域发展更加协调，健康生活方式得到普及，健康服务质量和健康保障水平不断提高，健康产业繁荣发展，基本实现健康公平，主要健康指标进入高收入国家行列。到2050年，建成与社会主义现代化国家相适应的健康国家。
作为推进健康中国建设的宏伟蓝图和行动纲领，《纲要》将给公众的生活带来哪些影响？
树立大健康观
北京协和医学院公共卫生学院院长刘远立认为，《纲要》突出大健康的发展理念，着眼长远与立足当前相结合，目标明确可操作。他指出，当前我国居民主要健康指标总体上优于中高收入国家的平均水平，但随着工业化、城镇化、人口老龄化发展以及生态环境、生活方式变化，维护人民健康面临一系列新挑战。根据世界卫生组织研究，人的行为方式和环境因素对健康的影响越来越突出，“以疾病治疗为中心”难以解决人的健康问题，也不可持续。因此，《纲要》确立了“以促进健康为中心”的大健康观、大卫生观，提出将这一理念融入公共政策制定实施全过程，统筹应对广泛的健康影响因素，全方位、全生命周期维护人民群众健康。《纲要》设置了若干主要量化指标，使目标任务具体化，工作过程可操作、可衡量、可考核。
中国工程院院士刘德培认为，医学发展的趋势是建立大健康观，树立“四维健康”的理念：一维健康是无病无弱；二维健康是无病无弱、身心健全；三维健康是无病无弱、身心健全、社会适应；四维健康是无病无弱、身心健全、社会适应、环境和谐。目前我们的健康理念不断演变，范围不断拓宽，内涵不断延伸，要求不断提高。未来，健康保护和健康促进重点要在实现“四维健康”上下功夫。
全民共建共享
清华大学国情研究院院长胡鞍钢指出，《纲要》明确“共建共享、全民健康”是建设健康中国的战略主题，全民健康是建设健康中国的根本目的，有利于增强人民获得感。
他认为， 健康中国通过倡导一种现代的健康生活方式，不仅是“治病”，更是“治未病”；降低亚健康、提高身体素质、减少痛苦，做好健康保障、健康管理、健康服务；帮助人们从透支健康、治疗为主的生活方式转向呵护健康、人人健身、预防为主的健康生活方式。健康中国是一个需要国家、社会、个人共同参与、协同合作的现代化国家战略，在此基础上实现“全民参与，共建共享”。它包含4个层次：健康家庭（个人）、健康社区（企事业单位等）、健康城市（农村）、健康国家。它包括三个主体：即政府主导建设“健康中国”、社会倡导建设“健康社区”、人民共同建设“健康之家”。形成覆盖全体人民的健康服务体系，各主体扮演不同角色，相互补充，形成合力，从而实现全体人民的健康水平不断提高，使我国主要健康指标达到世界极高人类发展组水平，实现“人人健康、全民健康；人人幸福，全民幸福”。
中国科学院中国现代化研究中心主任何传启认为，健康是人的基本权利，是人生的首要财富；健康长寿是我国人民的共同追求，健康中国是全国人民的共同愿望。健康中国既是人民健康长寿的中国，也是国民健康素质和健康服务水平达到世界先进水平的中国。建设健康中国，需要全民参与，需要通力合作。
普及健康生活
中华医学会副会长兼秘书长饶克勤指出，《纲要》以人的健康为中心，针对个人生活与行为方式、医疗卫生服务保障、生产与生活环境等健康影响因素，提出了普及健康生活、优化健康服务、完善健康保障、建设健康环境、发展健康产业等五大任务。
他认为，普及健康生活，必须着眼于提高全民健康素养，这是改变国民不良生活方式和行为的重要途径和有效手段。调查表明，我国居民基本健康素养水平仅为9.5%，这是导致一些疾病“井喷式”暴发的重要危险因素。实施国民健康素养行动计划，是普及健康生活的有力抓手。一是预防保健“靶点”前移，把健康教育列入中小学课堂，将健康生活方式纳入学校的素质教育之中，培养健康理念和卫生习惯。二是加强健康宣传，促进国民形成良好的生活方式，改善膳食结构，减少超重肥胖，减少烟草、酒精、毒品等健康危害，动员全社会共同参与营造健康国民的支持性环境。三是防控危险因素，提高烟草、酒类等产品的税收和价格，取消不利健康产品补贴，减少加工食品含盐量或使用低钠盐等。
