class="trs_editor_view TRS_UEDITOR trs_paper_default trs_web">国家统计局7月15日发布2026年上半年国民经济运行数据。初步核算，上半年国内生产总值695704亿元，按不变价格计算同比增长4.7%。这一增速符合全年经济增长预期目标，GDP较去年同期增量达3.6万亿元，为近五年同期最大增量。在外部环境变乱交织、国内新情况老问题交织叠加的复杂局面下，中国经济顶住压力、稳中有进，交出了一份成色十足的“期中答卷”。 “稳”字当头，底盘坚实。宏观经济指标全面运行在合理区间。内需市场持续回暖，上半年社会消费品零售总额同比增长5.8%，其中升级类商品销售增速加快，金银珠宝、体育娱乐用品类分别增长12.3%和15.1%；全国固定资产投资同比增长4.2%，基础设施投资增长6.1%，制造业投资增长9.5%，高技术产业投资增长12.5%，投资结构向“新”而行的特征愈发鲜明。就业方面，上半年城镇调查失业率平均值为5.2%，与上年同期持平；物价方面，CPI同比上涨1.0%，核心CPI上涨1.2%，PPI上涨1.5%，在全球多数经济体通胀压力大幅上升的背景下，中国物价运行在1%至2%的温和区间实属不易；国际收支方面，货物贸易进出口历史同期首破25万亿元，外汇储备稳定在3.4万亿美元以上，人民币汇率比年初升值3%左右。“稳”的底色，为全年经济发展奠定了坚实基础。 “韧”性十足，抗压有力。面对3月以来中东地缘冲突对全球能源供应的严重冲击，中国一手抓自主生产、一手抓多元进口，国内原油、天然气、电力生产均创历史同期新高，能源供应充足。保供稳价政策有力有效，成品油价格调控机制及时启动。粮食安全底线牢固——夏粮产量首次突破3000亿斤大关，达3014.9亿斤。外贸展现强劲韧性，上半年货物进出口总额同比增长16.9%，一季度中国外贸占全球份额同比提高约0.8个百分点。能源、粮食、外贸三大领域的“韧性”表现，印证了中国经济抵御外部风险冲击的强大能力。 “新”动能加速集聚，成为最大亮点。国家统计局初步测算显示，以高端制造、数字经济、现代服务为代表的新动能，对上半年经济增长的贡献率已超过四成。上半年规模以上高技术制造业增加值同比增长13.3%，其中航空航天器及设备制造增长16.3%、电子及通信设备制造增长17%，与人工智能相关的集成电路制造、智能车载设备制造等行业均保持30%以上的高增长。集成电路产量增长23.1%，产量规模达2798亿块，平均每天生产超过15亿块。3D打印设备、锂离子电池、工业机器人产量分别增长48.5%、39.3%、28.0%。新能源汽车零售渗透率连续三个月超过60%。国家级专精特新“小巨人”企业已达1.76万家，上半年规模以上专精特新“小巨人”工业企业增加值同比增长10.4%。新质生产力正在重塑中国经济增长逻辑。 “优”字亮眼，结构持续优化。产业结构之变尤为突出。上半年全国规模以上工业增加值同比增长5.4%，其中装备制造业增长9.3%、高技术制造业增长13.3%，分别快于整体工业3.9和7.9个百分点。服务业增加值同比增长5.2%，对经济增长贡献率达66.1%，比上年同期提高5.9个百分点。制造业增加值占GDP比重为26.2%，比三年前提高0.4个百分点。1至5月规模以上工业企业利润同比增长18.8%，效益持续改善。从“量”的增长到“质”的提升，中国经济转型升级的步伐坚实而有力。 政策效应持续释放，精准发力显效。上半年宏观政策组合拳协同发力，为经济平稳运行提供了有力支撑。积极的财政政策加力提效，新增专项债发行进度超过65%，投向市政建设、产业园区、新基建等重点领域；上半年新增减税降费及退税缓费超1.5万亿元，重点惠及小微企业和制造业企业。稳健的货币政策精准有力，央行两次下调存款准备金率，释放中长期流动性约2万亿元，结构性货币政策工具持续为绿色、科创、普惠等领域“精准滴灌”。大规模设备更新和消费品以旧换新政策拉动效应明显，前6个月设备工器具购置投资增长16.3%，新能源汽车、智能家电等大宗消费持续升温。民营经济促进法正式实施，营商环境不断优化，上半年民间投资增速由负转正，民营企业进出口增长18.5%，占外贸总值的比重提升至54.3%。经营主体信心稳步回升，6月制造业采购经理指数（PMI）为50.8%，连续4个月处于扩张区间，非制造业商务活动指数为53.5%，企业经营预期持续向好。 国际货币基金组织（IMF）年内第二次下调全球经济增长预期至3%，却将中国经济增长预期上调0.2个百分点至4.6%。一降一升之间，国际社会对中国经济的信心不言自明。正如国家统计局相关负责人所说，中国经济顶住压力，延续了总体平稳、向新向优的发展态势，展现出强大的韧性和活力。 “十五五”开局之年的这份半年报，用数据说话、用事实作答——中国经济不仅“稳”在底盘、“韧”在抗压，更“新”在动能、“优”在结构，还有“效”在施策。这份成色十足的“期中答卷”，既是对过往努力的肯定，更是对未来发展的信心之源。 （作者 钟瑛 系全国政协委员、中国社会科学院当代中国研究所研究员） .md .md_hdc{padding-top:30px} 图片报道 王沪宁在西藏调研时强调全面贯彻新时代党的治藏方略 奋力推进... 王沪宁对朝鲜进行正式友好访问 王沪宁出席《中朝友好合作互助条约》签订65周年纪念招待会 王沪宁会见越南共产党代表团 视频报道 --> [视频]王沪宁在西藏调研 [视频]王沪宁在西藏调研 [视频]王沪宁对朝鲜进行正式友好访问 [视频]王沪宁出席《中朝友好合作互助条...
